      The effect of this agreement is that it allows the government of the United States to keep the authority over their military personnel that are accused of committing crimes in the Philippines.
           Republic Act 7832 (Anti-electricity and Electric Transmission    Lines/Materials Pilferage Act)
      This act penalizes theft and pilferage of electric lines and materials.
           Republic Act 8179
      This act further allows foreign investments. It supports Republic Act 7042, which promotes foreign investments and prescribes the procedures and actions foreign investors have to do when registering for a business in the Philippines.

       Incentives for Regional Headquarters of Foreign Multinationals (Republic Act No. 8756)
      The measure grants a host of incentives to multinational firms establishing their regional hubs in the country.
       Retail Trade Liberalization Act (Republic Act No. 8762)
      This law dismantles 40 years of state protectionism over the country’s retail trade industry and opens the sector to big foreign players.
       New General Banking Act (Republic Act No. 8791)
      The measure opens up the local banking industry to foreign players after almost 50 years of having it exclusively reserved and protected for Filipino nationals. With the industry’s liberalization, at least 10 foreign banks have already established their presence in the Philippines.
           Agrarian Reform
      widened the coverage of the Comprehensive Agrarian Reform Program (CARP) to the landless peasants in the country side. The latter’s administration distributed more than 266,000 hectares of land to 175,000 landless farmers, including land owned by the traditional rural elite.
           Anti-Crime Task Forces
      In 1998, by virtue of Executive Order No.8, President Estrada created the Presidential Anti-Organized Crime Task Force (PAOCTF) with the objective of minimizing, if not totally eradicating, car theft and worsening kidnapping cases in the country.
       Death Penalty
      The death penalty law in the Philippines was re-enforced during the incumbency of Estrada’s predecessor, Fidel Ramos. This law provided the use of the electric chair until the gas chamber (method chosen by government to replace electrocution) could be installed. The Estrada administration peddled the death penalty as the antidote to crime.
       Electronic Commerce Act of 2000 (Republic Act No. 8792)
      Outlaws computer hacking and provides opportunities for new businesses emerging from the Internet-driven New Economy.
        New Securities Act (Republic Act No. 8799)
      This law liberalizes the securities market by shifting policy from merit regulation to full disclosure. With its strengthened provisions against fraud, the measure is expected to pave the way for the full development of the Philippine equities and securities market.
       Charter Change
      Under President Joseph Estrada, there was a similar attempt to change the 1987 constitution. The process is termed as CONCORD or Constitutional Correction for Development.
      Only amend the ‘restrictive’ economic provisions of the constitution that is considered as impeding the entry of more foreign investments in the Philippines.
       RP-US Visiting Forces Agreement
      On 1999 a Visiting Forces Agreement with the United States, which was ratified in the Senate.
      The first Visiting Forces Agreement was actually signed under President Ramos in 1998, and the second was subsequently signed under President Estrada.

       Controversies in Aquino Administration
-          Manila hostage crisis
- The administration’s first major debacle came just two months into Aquino's presidency. In August 2010, eight Hong Kong tourists were killed by a disgruntled former police officer Rolando Mendoza, after a bungled rescue attempt supervised by Aquino himself. The incident also strained ties between the Philippines and Hong Kong.
-          PNoy’s Porsche
- Aquino’s popularity ratings continued to slide in the following months, after reports came out that he had bought himself a third-hand Porsche. After drawing flak for supposedly violating his government’s austerity policy, the President eventually sold the German high-performance car.
-          Corona impeachment
- Although his ratings gradually recovered in 2011, Aquino once again saw his ratings slowly decline during the first months of 2012, during then Chief Justice Renato Corona’s impeachment trial.  A complaint, backed by the president’s allies in the House of Representative, triggered the impeachment. After Corona was convicted, Aquino’s ratings once again recovered dramatically.
-          Yolanda aftermath
- In November 2013, Typhoon Yolanda—the strongest cyclone to ever hit land—cut a swath of devastation across the central Philippines and left 6,300 people dead. The disaster also wreaked havoc on Aquino’s ratings, after his government was heavily criticized, even by international news organizations, for its slow response to the calamity.
-          Pork Barrel Scam
- The Aquino government also had to weather major political storms. In July 2013, the pork barrel scam—perhaps the biggest scandal involving public funds in recent years—was exposed, leading to the detention of three senators and several other lawmakers on plunder and graft cases. Aquino was initially reluctant to abolish the graft-ridden priority development assistance fund, but eventually ended up doing so. Still, his ratings took a hit due to this scandal.
-          DAP controversy
A year later, another controversy involving government funds further diminished Aquino’s popularity: the disbursement acceleration program (DAP). The administration was accused of ilegally tapping government savings to fund senators' pet projects, allegedly in exchange for a Corona conviction. The president actively defended the DAP, which he characterized as an economic stimulus program. In the end, certain aspects of the DAP were declared unconstitutional by the Supreme Court.
-          Mamasapano encounter
- With just over a year to go before he relinquishes the presidency, President Aquino faced his biggest controversy: the botched January 25 Mamasapano operation. Forty-four police commandos, 18 Moro Islamic Liberation Front (MILF) fighters, and at least five civilians died during an anti-terror mission in Maguindanao. Aquino was primarily blamed for letting his close pal, resigned police chief Alan Purisima, play an active role in the bungled mission despite his suspension over graft charges.

      Bureau of Internal Revenue begins simplification of the processing of tax clearances and certificates authorizing registration for real property and shares of stock to 3 to 5 days.
      Use of credit, debit, or prepaid payments cards and payment centers are added as options to encourage tax payment.

       Care for Overseas Filipino Workers
      One-stop service center for OFWs opened at the Philippine Overseas Employment Agency (POEA) in Mandaluyong City. It has served 219,697 clients as of December 7, 2016.
      P455.1 million in emergency assistance extended to 10,233 OFWs displaced due to drop in oil prices in the Middle East. Of these, 2,401 availed of the government’s repatriation program.
      Overseas Employment Certificate no longer a requirement for vacationing OFWs. Their exemption from travel tax and terminal fee also being eyed.

       Transportation
      Inter-agency Council on Traffic formed by Department of Transportation for more streamlined system for addressing traffic. The council includes Metro Manila Development Authority, PNP-Highway Patrol Group, Land Transportation Office, and Land Transportation Franchising and Regulatory Board.

       Law and order

       Agriculture
      The Presidential Agrarian Reform Council, the highest policy- and decision-making body on land reform and land disputes, is reconvened for the first time after 10 years.
      The Department of Agrarian Reform (DAR) distributes land ownership awards to 50 farmers in Cebu City, 35 farmers in Sorsogon, 175 in Occidental Mindoro, and 300 in Bukidnon and Lanao del Norte.
      5,586 agrarian reform beneficiary organizations are assisted by DAR.
      P40.7 million rubber processing plant turned over in Banisilan, North Cotabato by DAR.

       Education

       Energy
      26,321 households connected to energy supply by Department of Energy and private sector. Of this, 2,662 were identified as priority for energization.
      Philippine Energy Plan 2016-2030 Update completed by DOE. The plan is supposed to set the strategy for short, medium, and long-term goals for electrification in the country.
      Two major power plants begin commercial operation: 414-megawatt San Gabriel natural gas power plant, and 97-megawatt Avion natural gas power plant.

       Environment
      41 metallic mines audited by the Department of Environment and Natural Resources (DENR) to ensure compliance with responsible mining standards. Of these, 10 were suspended, 20 were recommended for suspension, while 11 were given the passing rate.
      DENR hotlines launched: #DENR or #3367 for landline and 0917-868-DENR or 0917-885-DENR for mobile.
       Public works and highways
